Section 8 Housing Choice Voucher Program
The Housing Choice Voucher Program offers rental assistance to households renting in the private market. The U. S. Department of Housing and Urban Development provides funds for the program through an Annual Contributions Contract with a Housing Agency.
Horizon Management Group is a Contract Administer for two Housing Agencies. We contract with the Wisconsin Housing and Economic Development Authority (WHEDA) in 18 different counties in Wisconsin. We also administer the Voucher Program for the Housing Authority of the City of West Bend.
Eligibility is based upon income. All applicants must pass HUD restrictions concerning legal residence, violent, drug related and alcohol related crimes. Lifetime sex offenders are not eligible for the voucher program. Eligible households will have their name placed on the waiting list for that jurisdiction.
An open waiting list may have a wait of 3–5 years before assistance is available. Many counties have closed their waiting list. We cannot accept applications for closed waiting lists. Watch your local paper, check with Human Services in your county, or check this Website for announcements of when those lists will re-open.
At Voucher issuance, anyone not living in that County or City at the time of application will have to move to that area and live there for at least ONE YEAR before you are eligible to move elsewhere.
